After discussion, USBE staff proposed a board modification that replaces the 'first Wednesday' rule with a standard buffer of Oct. 1 plus four working days (effectively making finalization due on Oct. 5 unless that date falls on a weekend, in which case the following Monday). Presenter staff emphasized that the legislature removed prior flexibility and that extensions have historically been granted but may not be available under the new statutory deadline; consequences for missing the deadline were described as uncertain but could include financial impacts for LEAs because counts inform budgeting.
The presenter asked LEAs to improve daily submissions and error‑checking before the finalization period and said USBE will propose the specific board rule language for consideration at a future board meeting. Staff noted the change moves some pressure earlier in USBE processes and stressed coordination among secretaries, IT staff and USBE operations would be necessary to meet the revised timeline.
