Kane County staff updated the Executive Committee on American Rescue Plan Act (ARPA) spending on Feb. 4, reporting totals and explaining the reallocation process for unspent awards.
Staff presented a high‑level ARPA ledger and said that of approximately $103,413,000 awarded, $81,010,840 had been expended through 2025. The presentation flagged roughly $22 million remaining to be obligated and spent prior to the program deadline.
ARPA staff emphasized county practice: once a contract is established the county does not front funds; organizations must submit invoices for review by ARPA personnel before the county treasurer pays reimbursements. Staff said that when organizations come in under budget, the unused funds can be reallocated — but only to existing agreements; those reallocations are the responsibility of the ARPA committee.
When asked about confidence in meeting the statutory spending deadline, staff said they were about 99 percent confident the funds would be expended by Dec. 31, 2026, and noted the ARPA committee will meet this month to consider several reallocations. Staff also described outreach to funded organizations to ensure they understand invoice procedures and stated they do not pay credit‑card statements submitted as informal receipts.
The committee asked for the ARPA report to be emailed to the full board. The ARPA committee plans to review reallocations and bring recommendations back to the board in the coming weeks.
