The Board of Public Works and Safety of the City of Carmel conducted three bid openings Feb. 4, reading proposer names and dollar amounts for roadway and crosswalk projects but did not award contracts.
Brad Pease, the board’s director of engineering, introduced the 22-ENG-002 roundabout bid opening at 116th Street and Hoover Road. A full slate of five bids was read; E and B Paving LLC submitted the low bid at $1,587,938.28. For the raised crosswalk improvements (24-ENG-07B1) at Grama Road and the Hazel Dell roundabouts, Calumet Civil Contractors Inc. submitted the lowest bid at $3,046,000.00 among six bidders.
Matt Higginbotham, Street Commissioner, and staff read bids for paving project 26-STR-01. Reath Riley Construction Company submitted a low bid of $5,746,150.58; competing bids ranged higher up to about $6.98 million. Board members accepted the readings for the record; no award motions were presented at the meeting.
Engineering staff also read proposers for a Safe Streets and Roads for All RFP (two proposers: American StructurePoint Inc. and WSP USA, Inc.) and noted the BUILD grant consultant engagement (WSP) for a multimillion-dollar federal grant application on 3rd Avenue.
The bid openings set the administrative record for vendor pricing; further staff review, procurement compliance checks and potential award recommendations are expected in follow-up meetings or through staff contract execution processes.
