The Jacksonville City Council Rules Committee considered an emergency request to forward a city resolution supporting state legislation tied to the Rodman (Rotman) Dam on the Ocklawaha system but voted down the emergency after extended questioning about delegation support and the governor’s position.
Council Member Paluso said key state leaders backing the bill had told him they supported it, adding, "it looks like this bill is gonna pass," and that the measure had advanced unanimously in two House committees and passed one Senate committee. He characterized the draft legislation as creating a regional agency to help counties manage financial transition if the Rodman structure is altered.
Several committee members said they were uncomfortable moving the item as an emergency without clearer, documented support from the Duval delegation. Council Member Freeman said he was "a little uneasy moving forward" and wanted to "trust but verify," noting Tallahassee’s positions can shift quickly. Past president Salem said he preferred a written indication from the delegation chair before approving an emergency action.
Council Member Borland and others said they supported the policy intent but had voted earlier against an emergency for lack of delegation clarity and concerns the governor might veto a similar measure. Council Member Gay urged staff to coordinate with the delegation to secure formal acknowledgment before re‑submitting as urgent.
After discussion, the committee rejected the emergency motion; the chair said the item will proceed through the regular committee and council process so members can gather more information and confirm delegation support.
