Ms. Kerr told the committee the amendment "revises the appropriation to remove the $200,000 for the United Way and the $1,030,034 for the budget stabilization reserve and includes an appropriation of $1,230,034 for the Starett Road Yellow Bluff Road intersection improvement CIP project." The amendment also attached a revised exhibit and a CIP project information sheet.
The committee passed the amendment by voice vote and then approved the bill as amended; the chair recorded the final vote as 6 yeas, 0 nays. A subsequent Neighborhoods Amendment added a requirement that any expenditure exceeding $100,000 from the fund requires prior counsel approval; that amendment also passed and the underlying bill was approved as amended (6-0).
The committee corrected scrivener errors and attached supporting documents to reflect the new appropriation; the chair said the change was intended to prioritize a specific intersection improvement project rather than the previously listed allocations.
