Duval County’s Land Use and Zoning committee met at 4:30 p.m. Feb. 3 to review an amended submission for item 202-5488 and to consider a proposed change in the ordinance’s permitted uses.
Mister Reingold told the committee, "I did receive a revised written description dated February 3 today," and said he had emailed the revision to all LUZ members and left redline and clean copies at members’ seats. He advised that "the LEC committee would simply move the revised exhibit dated February 3" if the committee adopted the amendment.
Council member Johnson asked whether the short title would change. Mister Reingold said the amendment’s third part would alter the allowed uses and described his draft change: "My proposed amendment for the committee is simply to strike all of the language in the title and in the body that it'll simply now say it'll generally permit commercial uses." The committee did not record a final vote on that amendment during the meeting.
Beyond discussion of item 202-5488, the chair reviewed the agenda and announced multiple procedural actions: a number of items (noted in the meeting as items 6–17 and several others in the 2026 series) were deferred to the next public hearing cycle, and several measures were listed for second reading. Item 2025887 was announced as withdrawn. The chair noted public hearings are scheduled for the next cycle on Feb. 18.
No formal motions with recorded movers, seconders or votes on the amendment or the exhibit substitution are recorded in the transcript. The discussion left the proposed edits and the question of whether the ordinance’s short title will be changed as matters pending committee action.
The committee adjourned after completing the agenda review; deferred items are set for the next public hearing cycle.
