Regents candidate Francis emphasizes governance, standards and measured adoption of AI

Mr. Francis, an applicant for the Board of Regents, framed his potential role as a steward of standards and implementation across New York's education system from K–12 to higher education.

In an opening statement Francis cited experience in finance, operations and information technology and said a regent should ask oversight questions that align governance with operational realities. He urged maintaining high academic standards while ensuring resources are used responsibly.

Responding to committee questions about technology and the governor's budget, Francis said he follows current budget and policy debates and argued the regents should both engage with and regulate new educational technologies. “We have been left with no other choice than to move in the direction that technology is so rapidly moving,” he said, adding that the correct approach is to embrace innovation “with proper regulations and regulatory guidelines.”

On workforce and curriculum alignment, Francis supported exploring extended curricular models and strengthening community‑college pathways and career and technical education to close skills gaps. He also advocated for adding practical financial literacy education to graduation requirements so students understand budgeting, insurance and related costs.

Committee members noted the scope of regents oversight and thanked Francis for his answers; no committee action was taken at the hearing.
