Committee conducts language reviews on civil service, demographic‑data and other bills; one bill requires criminal-justice review

After final votes on earlier agenda items, the State and Local Government Committee reviewed draft language for several bills.

Kristen, the committee analyst, circulated the committee amendment and bill packet for LD 1744 (modifying state civil service recruitment and retention provisions) and noted only small formatting and typo fixes since the work session; the language had been reviewed by the governor’s office and stakeholder groups that agreed with the concurrent language.

Finally, LD 1059 (a concept-draft amendment) was circulated; staff noted this bill proposes a new crime, which triggers Joint Rule 3‑19 requiring the Committee to request a criminal justice and public safety review of the bill’s impacts before it can be reported out. Staff will prepare and send the required letter and await that review.

What happens next: staff will move the committee amendments through final drafting steps, work with OFPR on appropriations/dates for LD 590, and send the joint-rule referral letter for LD 1059's criminal-justice impact review.
