Needham weighs culvert feasibility study; select board schedules public hearing on seasonal crossing closure

At the Feb. 3 working‑group meeting, town staff and consultants reviewed options and costs for a proposed culvert feasibility study related to the Quiet Zone project and discussed a parallel proposal to seasonally close a crossing.

Speaker 4 reminded the group that 2024 Annual Town Meeting Article 30 appropriated $750,000 for Quiet Zone design; an existing contract with the design consultant was reported at $590,600, leaving about $159,400 in the appropriation that staff said could be used for the culvert feasibility without a reserve transfer. "The town meeting approved $750,000 ... the contract value is $590,600 ... we still have 159,400 available," Speaker 4 said.

Working‑group member Speaker 5 requested a detailed breakout of the consultant estimate cited as $44,000, asking for staff hours and rates. In response, Speaker 7 supplied a task‑level breakdown tied to the feasibility scope: $6,000 for kickoff and site visit/document review; $4,500 for a geotechnical desktop assessment; $4,000 for permitting assessment; and $20,500 for conceptual plan development and opinions of probable construction cost. Consultants explained subsurface borings were not included owing to permitting complexity around the railroad and could be added once locations and elevations are finalized.

Speaker 3 said the town does not currently have a survey for the property, and that survey work would be a significant part of the consultant effort if needed. The group asked consultants to provide an internal QC‑reviewed cost breakdown before the working group decides whether to proceed. "If it's within the parameters that we've discussed, then I think do we need to vote to go forward or we can set this?" Speaker 2 asked; the group deferred a vote pending the refined breakdown.

Separately, the select board has scheduled a public hearing on the proposed seasonal crossing closure for next Tuesday at 6 p.m.; notices have been sent and MBTA gate specifications and a draft agreement were provided to the town and are under legal review. Speaker 2 said the MBTA expects to sign the draft agreement with the property owner (the golf club), which would introduce additional coordination steps and possible property‑owner agreements.

No formal appropriation or contract award was approved at the meeting. The working group requested a QC‑reviewed fee breakdown from the consultant and will reconvene once the refined estimate and outstanding permitting/PI items are clarified.
