Planning Board refers large‑house zoning package to Select Board, schedules March 3 public hearing

The Needham Planning Board voted on Feb. 3 to refer a package of four zoning articles — proposed changes tied to the town’s large‑house review — to the Select Board so they can be placed on a public hearing schedule. Planning staff proposed moving the items forward to allow a hearing on March 3 and then additional meetings for continued hearings or final language adjustments after public comment.

Board members debated whether the components should be presented as four separate articles or combined into a single omnibus article. Some members and commenters argued the measures are designed to be considered holistically and recommended a combined article so height, lot coverage, FAR and setback rules are reviewed together. Others noted that several dimensional regulations can stand alone and that presenting them separately may be appropriate for voters and interested residents.

Planning staff emphasized the process: the board can open the hearings and then decide how to package or revise articles after public comment. Natasha Esposada said the board should seek community input before finalizing packaging and that she supported moving the items forward to get public comment. One speaker in favor of combining the articles urged the board to view the package in its totality so the regulations work together.

The board approved the referral by motion and vote, recording aye votes from members present. The referral starts the public‑hearing clock and gives the board several meetings to consider public testimony and possible reworking of article language before final action.
