The Baltimore City Board of Estimates voted Feb. 4 to approve a three-year, multi-award contract for snow-removal services with LG Construction Inc. and AB Trucking and Contracting LLC, authorizing a not-to-exceed aggregate ceiling of $10,000,000 and a one-year extension option.
Chief Procurement Officer Adam Manny told the board the solicitation drew 11 bids and that two firms met the city's compliance requirements. "The amount the $10,000,000 ... this contract is for 3 years for both companies for a 1 year extension if the city chooses to do it," Manny said, adding that the figure represents the potential ceiling and that actual spending will depend on future events.
Mayor Brandon M. Scott opened the item by thanking city agencies, volunteers and contractors for response to the recent snow-and-ice event, noting that the city even plowed alleys for the first time. "The team ... worked very hard and got to places quickly," the mayor said, praising the coordinated effort.
Board members asked when emergency procurements tied to the storm will be brought forward. Manny replied departments will return emergency contracts to the board for approval, likely in March, and that the multi-award contract is distinct from those emergency contracts. Comptroller Bill Henry noted both awardees currently have emergency contracts through April 30, 2026, and that those emergency contracts will be terminated when the new contract is activated.
The board moved and seconded approval of the award and voted to adopt the item.
Next steps: procurement will complete contract execution and departments will present any related emergency-contract closeouts to the board, per Manny.
