The Baltimore City Board of Estimates on Feb. 4 approved a walk-on item terminating the city's nonemergency medical-transport contract with Heart to Heart Medical Services Inc. Procurement said the vendor notified the city it intended to cease operations and that the termination will allow the city to reallocate funds to other vendors to prevent disruption of service to Medicaid clients.
Chief Procurement Officer Adam Manny said Heart to Heart had initially planned to cease operations on Jan. 16 but extended service through Jan. 30; after consultation with the Health Department, the city's solicitor's office and procurement, officials determined termination was in the city's best interest to permit transition to other providers. "It was in the best interest of the city to terminate their agreement ... which would allow us then to use those funds to bring on other potential vendors to provide these services to the citizens so there was no disruption in service," Manny said.
A motion to approve the termination was made and seconded; the board voted to approve the item. Procurement and the Health Department will coordinate vendor transitions and report back as needed.
Next steps: health department and procurement to identify replacement providers and ensure continuity of transport services for Medicaid clients.
