Council approves year-end transfers for Fire Station 171 and an easement for Sierra Luna project

During the consent agenda the council removed items F and G for separate consideration to address member questions and technical voting issues.

Fire Station 171 budget transfer (Item F): Council Member White expressed concern about moving funds from the project account before the project was complete and proposed instead that the full amount be taken from the general fund. City staff told the council the project is running roughly $400,000 under budget and that remaining contingency funds would roll to the city’s year-end fund balance. Council Member White moved to take the full amount from the general fund; the motion was seconded and the item passed by a recorded technical vote of 5–2.

Easement/license for overhead lines (Item G): Council Member White also asked about standard contract language that permits assignment or mortgage. Staff explained that the easement is a standard licensing form allowing lines over the road and that the language (which lenders typically require) does not mean developers plan to sell; staff noted Sierra Luna had obtained county approvals as part of its development agreement. A motion to approve the easement was made and seconded; despite some technical issues with the voting system the item passed.

Both items were described by staff as final steps needed to move forward before contracts or permits expire.
