York County commissioners instructed Treasurer Megan Williams to craft a resolution clarifying the county's practice on partial property-tax payments for undivided parcels and to work with the county attorney on final language.
Megan Williams said the county currently accepts partial payments only for undivided parcels where multiple owners (commonly siblings) share real estate; those partial amounts are placed in a holding fund until the full payment is received, at which point the county issues the real-estate receipt. "They're still responsible for interest," Williams said, noting that partial amounts remain subject to interest and tax-sale procedures if payments become delinquent.
Commissioners discussed draft language that references escrow agreements and a 14% interest rate applied to delinquent amounts; Williams and others agreed the county attorney should review and tighten the wording so the county is not unintentionally assigned additional liabilities. One commissioner recommended bringing a final draft to the next meeting. The board voted to instruct the treasurer to prepare the resolution limited to accepting partial payments for undivided parcels and to return the completed resolution for formal adoption at a later meeting.
The action directs staff to produce a formal, attorney-reviewed resolution; it does not itself adopt the resolution language as final policy.
