"It is a serious problem when apartment complexes without a heat during an extreme cold," Sun Knight said, adding that the building houses elderly and disabled residents and receives federal funding and Section 8 rental assistance. The commenter said Illinois law requires residential property to provide adequate heat from Oct. 1 through May 31 and asserted that some units were below legal temperature thresholds.
Sun Knight urged the city to address conditions that leave tenants without in‑unit heat and said tenants should not be required to use ovens or stoves to heat their homes.
