The Gilbert Town Council on Feb. 3 approved its consent agenda and took public comment on a range of community concerns including immigration enforcement, surveillance technology, and water and development policy.
The council approved the consent agenda (items 1–9 and adding item 15) by a 7–0 vote. Town staff outlined consent items that included a cooperative contract with HGAC for pavement condition ratings ($108,704), a cooperative contract with Ace Uniforms of Phoenix for up to $250,000 annually for fire uniforms, purchase authorization for a diesel TruVac hydro excavator ($676,799) with $301,799 in contingency funding, and several Val Vista Lakes CIP contracts including AE services with Nafra Incorporated ($1,695,905) and PMCM services with TriStar Engineering ($3,631,533). The council also appointed three members to the Judicial Selection and Advisory Board as part of the consent vote.
During the public-comment period, several residents raised concerns about federal immigration enforcement, local police cooperation, and community trust. Christine Brennan, a Gilbert resident and business owner, urged the council and police to "clearly affirm that their responsibility is to protect the people of this town ... and not to participate in federal immigration enforcement." Several commenters warned that fear of enforcement reduces crime reporting and harms public safety.
Privacy and surveillance drew a separate set of comments. A resident identified as Sharon called for the town to reconsider its contract with Flock, calling it "a massive, intrusive, warrantless surveillance network," and said Gilbert taxpayers were paying $350,000 for the system and that the vendor "is an insidious, subversive circumvention of the Fourth Amendment." She also alleged recent hacking and data releases tied to the vendor's system; no staff response to those specific claims appears in the meeting record.
Other residents raised water-supply and rate concerns tied to growth and new development. Speakers criticized trends toward higher-density housing and argued that greater scrutiny of water availability and infrastructure funding is needed as the town considers new projects.
Staff and council also used the meeting to announce community events and programs, including a Gilbert Volunteer MVP Awards nomination period, Student Government Day application information, and a Community Connect Expo scheduled for Feb. 7.
