Administration presented two draft revisions to Policy 5:330 on April 24 to change how 12‑month educational support personnel (ESP) accrue and may use vacation time. The proposals would allow accrual to begin on day one and would, in one draft option, permit limited vacation use in the first year.
Dr. Lohse explained that the district’s current accrual results in a monthly accumulation equal to about 0.83 days per month, which equates approximately to 10 days per year. Board members raised concerns about permitting employees to "spend ahead" (use vacation before it is fully accrued) and asked how that would be administered and whether the district would allow rollovers. Some board members supported a change that would allow eligible employees to use vacation earlier as a recruitment and retention tool; others expressed a preference to require employees to earn time before taking it.
Administrators said the policy language was drawn from comparable policies elsewhere but agreed to refine the draft language to resolve ambiguity (for example to clarify whether vacation may be spent ahead and to confirm whether accruals may be rolled over). The administration will prepare a recommended draft and share it with board members ahead of the May meeting for possible action.
