Planning committee approves consent agenda including higher USGS contract amount

The McHenry County Planning & Development Committee voted on Feb. 3 to approve routine consent-agenda items 7.1 through 7.4, after staff corrected fiscal figures and clarified contract terms.

On item 7.1, a staff speaker acknowledged an administrative error copying older figures and said the USGS portion for the county in this contract round is roughly $518,713 (the previous contract figure had been shown as about $399,000). The staff speaker said that, after budget calibration, some funds would be available to return to the department budget this year.

Members also clarified timing for item 7.2: staff confirmed that the contract period would be measured Dec. 1 through Nov. 30 of the stated fiscal year. Item 7.3 (stormwater storage permits) drew questions about whether gradual expansions implied noncompliance; staff explained that the site had cumulatively crossed an impervious-surface threshold that now triggers permitting and that the application is a proactive effort to meet current requirements. Item 7.4 included discussion of tipping fees and a report that $22,950 currently subsidizes an environmental-education program administered locally.

Each consent item was moved and approved (7.1 moved by Joe; 7.2 moved by Paul; 7.3 moved by Carolyn; 7.4 moved by Paul), and roll-call or voice votes recorded committee approval, including remote confirmation from Dina.

Committee members asked staff to tidy backup materials where fiscal years or backup documents cited older years and to provide supplemental detail where requested. Staff said they would follow up on outstanding clarifications and bring corrected backup documentation to the board cycle.
