The Town of Braintree council on Tuesday unanimously approved a set of FY2026 supplemental appropriations to support start-up operations of the Triton regional water treatment plant, after a presentation by Finance Director Mike Esmond that described the spending as a "stub year" budget while Braintree performs contracted operator duties.
"In total, the appropriations that are in front of the committee related to the Triton total $2,200,000," Director Esmond said in presenting the motions, adding that the town will bill the other two member communities for their shares as actual costs are incurred and will move to quarterly prepayments under the joint-powers agreement starting in FY27.
Esmond said the town has prepared a pro forma operations budget with staff from the water department and other departments; operations-only appropriations are before the council so Braintree can begin incurring costs once the plant is operational. The finance director also said a maintenance-operations agreement will be adopted next year to formalize the arrangement between the Triton District and the town.
Councilors asked for clarity on separation of plant operations from each town's distribution and meter-reading responsibilities, and for an organizational chart showing how personnel allocations and oversight will work across the three communities. Councilor Reynolds asked specifically for an org chart to illustrate how personnel will remain part of Braintree's organization while working under different oversight.

The council recorded unanimous votes on the motions. The finance director said the Triton District board had already adopted the reflected budgets and that each community has been presented with its allocated percentage share.
