Council authorizes negotiations with HDR for West Main Street waterline design

City staff asked the council to authorize contract negotiations with the top‑ranked firm following an RFQ/interview process for the West Main Street transmission waterline project. The project stems from the city's 2023 Level‑1 water master plan and a subsequent Level‑2 technical report; funding partners include the Wyoming Water Development Commission and state loan/grant programs.

Five firms submitted qualifications; two finalists (JUB Engineers and HDR) advanced to interviews. Staff described the scoring system (400 points for qualifications submittals, 300 points for interviews) and combined totals: HDR scored highest on combined scoring (656/700) while JUB scored 642/700. Council consented to proceed to negotiations with HDR for design coordination, specification and bidding services.

Next steps: Staff will enter contract negotiations per the professional services selection policy and return to council for contract approval once negotiations conclude.
