The Newport City Council unanimously approved a municipal resolution on Feb. 2 requesting Tier 1B mapping under the state’s Act 250 jurisdiction changes. Staff presented a summary of the new three-tier approach and said Tier 1B focuses incentives and streamlined approvals in downtown and growth areas that have municipal water and sewer infrastructure.
Frank Cheney reviewed the qualifying criteria and benefits: Tier 1B mapping can speed projects of fewer than 50 units or under 10 acres by exempting them from a full Act 250 permitting process when they occur within the mapped area. "Newport is uniquely positioned...the primary qualification is water and sewer infrastructure," Cheney said, noting that a large share of the city falls into the proposed Tier 1B area.
Council authorized the mayor and council president to sign the municipal resolution requesting Tier 1B status. Officials said mapping will improve access to funding that prioritizes designated growth areas and could encourage housing development consistent with municipal plans. The action is a formal municipal request to the state mapping process and does not itself change local zoning.
