Commission shifts several capital projects to chair preauthorization and adopts long‑range capital plan

Grand County commissioners voted Feb. 3 to move a set of emergent facilities projects from the long‑range capital plan to the chair’s preauthorized procurement list and to adopt a long‑range capital plan for future capital projects.

Staff explained the difference between the preauthorized procurement list (items already in the 2026 budget and over $5,000 that the chair may sign under purchasing policy) and the capital plan (a long‑range list of projects not in the 2026 budget). County staff highlighted three emergent facilities projects that they said required sooner action to avoid losing insurance funds or creating hazards: Star Hall HVAC replacement, Grand Center HVAC replacement and replacement of the courthouse front steps. A jail camera server system was presented as an emergency purchase; OSTA’s fire suppression system was described as past its useful life and potentially disruptive if it fails.

Commissioner discussion focused on fund balances, prioritization and whether items on the preauthorized list still must follow purchasing policy. The commission approved a motion to move five items to the preauthorized list by a 6–1 vote (Richard Martinez opposed). Staff calculated the additional near-term commitments at about $746,977 from capital funds; staff said that reimbursements and grant funding would reduce net cost for some items.

Later in the meeting the commission approved the long‑range capital plan, a separate document that collects and schedules capital projects for future years, by unanimous vote.
