The Ocoee City Commission unanimously approved a second-reading ordinance on Feb. 3 to annex approximately 5.09 acres at 2277 Fuller's Cross Road into the city.
Planner Belazair presented the annexation application, describing the parcel as a single, vacant lot just northwest of the Fuller's Cross Road and North Lakewood Avenue intersection and noting it lies within the State Road 429 overlay district and the interchange village character area. "Both the development review committee as well as the planning and zoning commission met during their respective meetings and made a unanimous recommendation of approval for the post-annexation," Belazair told the commission.
Belazair said staff recommended approval, pointing to the property's low-density residential future‑land‑use designation. After the public hearing opened, Commissioner Kennedy moved to approve the annexation; Commissioner Oliver seconded. Mayor Rusty Johnson announced that the motion carried unanimously.
The ordinance (identified in the meeting as Annexation Ordinance No. 2277, Barragan property) was found by staff and planning bodies to be consistent with the city’s Envision 2045 comprehensive plan. City attorney Geller earlier briefed the commission on legal developments related to Envision 2045, telling the commission the plan is effective as of Aug. 28, 2025 despite Department of Commerce correspondence questioning its status.
The annexation will add the parcel to city maps and zoning controls; staff did not provide immediate redevelopment approvals at the meeting. The commission did not state a specific effective date beyond the ordinance reading; administrative steps and posting requirements will follow the city's normal ordinance-adoption process.
