Resident alleges animal-shelter misconduct; city staff says animals are not being sent for research

At the Feb. 2 City Council meeting, Mary Mahoney, speaking during the public-comment period, made multiple allegations about Pasco Animal Control operations, including claims that a prior city attorney "authorized no due process" for animal control and that animals had been sent to Washington State University for research. Mahoney requested records including adoption counts, owner-surrender numbers, euthanasia figures, transfers to WSU, and insurance and permit numbers.

Mahoney referenced prior meetings and news files and alleged financial misconduct relating to shelter funds. "Provide current euthanasia training and certificates... Provide Tri City's bridal services insurance carrier and policy number," she said, listing records she requested.

City staff later addressed the council about shelter concerns during the miscellaneous reports. An unidentified city staff speaker (Stewart) said staff issued a public-information release on Jan. 23 and stated, "We are not sending animals for research. In fact, the only animal that's been to the university for any type of veterinary care is... Didi, our mascot." The staff speaker encouraged residents to consult the city's social-media release for details.

No formal investigation or motion was recorded at the Feb. 2 meeting. The council heard the allegations during public comment and staff pointed attendees to the city’s public-information materials for factual information; claims made during public comment were not adjudicated at the meeting.
