House Bill 143 — Passed (94–0). Sponsor: Representative Elliott. Summary: Removes the requirement that a fiduciary bond be signed by the fiduciary in the presence of a court clerk and a notary public; moved and explained by Representative Boyle.

House Bill 164 — Passed (93–0–1 abstention). Sponsor: Representative Hebron. Summary: Modifies the definition of "hearing aid," raises the coverage cap from $1,400 to $2,500, establishes network adequacy requirements for hearing-aid services, and increases the state employee health plan cap. The lady from Grayson explained the bill; a member (the lady from Madison) registered an abstention under Section 57.

House Bill 314 — Passed (80–13). Sponsor: Representative Lockett; floor explanation by the gentleman from Jasmine. Summary: Reorganizes oversight of the Kentucky Wired project by transferring KCNA functions to the Commonwealth Office of Technology, reconstituting the KCNA board and moving the authority out of the governor’s office.

House Bill 398 — Passed (78–15). Sponsor: Representative Williams; floor explanation by the gentleman from Hopkins. Summary: Allows terminal net salvage costs (decommissioning/retirement costs for generating units) to be accounted for in utility rates, subject to PSC review in rate cases.
