A sponsor presented a committee substitute for House Bill 3784 that would change supervision rules for permanent-makeup (micropigmentation) practitioners. The PCS would allow practitioners with three years' experience and proven competency to operate without physician oversight except in procedures that involve prescription medications.
Lawmakers asked how permanent-makeup differs from other tattoos and whether topical lidocaine or other prescribed anesthetics would require continued physician oversight. The sponsor said the PCS explicitly preserves physician oversight when prescriptive medications are used: "So if they use any kind of prescriptive medication in their facility they would remain under a doctor's supervision," the sponsor said.
The committee took a do-pass motion and recorded a 5-0 vote to report the PCS out of committee.
