Committee approves optional electronic delivery for DHS rule notices to childcare providers

Vice Chairman Pai (Speaker 6) presented House Bill 42‑98, a request from the Department of Human Services to add electronic delivery as an additional option for delivering rule‑change notices to childcare facilities. Pai said electronic delivery would be an option in addition to existing physical delivery requirements.

Representative Hill (Speaker 7) asked whether centers without broadband would be able to continue receiving mailed notices; Pai confirmed the option to receive mail during the statutory notice period remains. Representative Blansett (Speaker 5) asked for clearer language in the bill and Pai pointed to the mandatory language on a specific line that the PCS modifies.

After those clarifications the committee moved and recorded a vote, reporting the PCS out as due passed. Members discussed implementation details and emphasized that the electronic option is intended to supplement, not replace, mailed notices where needed.
