The Oliver County Planning & Zoning Board voted Jan. 29 to approve two utility-related permits: a building permit for a Minnesota Power substation expansion in the East Yard (permit 1079) and a conditional-use permit for the North Plains Connector transmission line (CUP 1078).
Kyle Larson of Minnesota Power described the substation work as “an expansion of the project we have,” saying the plans include a switching station, interconnection to a nearby substation and about 1.5 miles of improved road access. Larson told the board the company had included a weed-control plan and a road-use maintenance agreement in its packet and would deliver required documents as part of permitting.
The board voted to approve the Minnesota Power building permit after a motion and second; the chair announced the motion carried. Later the board opened a public hearing on CUP 1078 for the North Plains Connector. Project staff, including senior developer Adanisha Cummings and outside permitting counsel Molly Smith, described the 422-mile high-voltage direct-current transmission project, its routing and permitting timeline. Cummings said the project is pursuing federal and state approvals, including a pending Public Service Commission filing and a recently published draft environmental impact statement.
No substantial public opposition was raised during the CUP hearing; after closing the hearing the board moved to approve CUP 1078 and the chair said the motion carried. In both cases board members indicated standard follow-up (final documentation, county-commission review where required).
