Council approves consent items, budget and contracts; lists multiple first readings

The Spokane City Council approved multiple routine items and first readings during the meeting. A single consent item (OPR20260021 — the purchase of two Toyota battery-electric vehicles from Bud Clary Toyota in Yakima) was pulled for separate consideration and approved 6–1; the remainder of the consent agenda passed by general voice vote. The council adopted Special Budget Ordinance C-36-837 (carryover of unexpected appropriations) and an emergency ordinance amending fees and charges (C-36-824), each by a 7–0 vote.

Council also approved a sole-source resolution to enter a three-year contract (approximately $517,146.57 plus tax) for a personalized health and performance program for public-safety staff without public bidding, and authorized a $210,000 CDBG-CV contract with Greater Spokane County Meals on Wheels. Members listed several first-reading ordinances for future action, including changes to transportation impact fees, updates to good-neighbor agreements, departmental code updates, the 'Home Starts Here' initiative (which would streamline design review to reduce housing and child-care costs), and a proposed 50-year lease of a portion of Highbridge Park to the American Indian Community Center. The council deferred further action on first readings.
