Virginia subcommittee backs bill to create a fine‑arts diploma seal

A Virginia House submission subcommittee voted to report HB 478, a bill that would create a fine‑arts diploma seal recognizing sustained, performance‑based achievement in the arts.

Sponsor remarks emphasized that the seal would acknowledge students' discipline, problem solving and collaborative skills developed in fine‑arts classes. "It recognizes student achievement that's performance based, sustained over time and grounded in real world application," said Annie Ray, the 2024 Grammy Music Educator Award recipient, during online testimony.

Supporters who testified included Matthew Stanley of Richmond City Public Schools, Dr. Barbara Laws of the Virginia Coalition for Fine Arts Education, Addie Benko of Creative Stages, Michelle Milligan of the Virginia Association of Music Education Administrators and J.R. Snow of the Virginia Music Educators Association. They said the seal will deepen pathways at new arts campuses, help students communicate achievements to colleges and employers, and honor teachers' and students' sustained work.

The subcommittee moved to report the bill; the clerk recorded the vote as 9 to 1.

HB 478 will now proceed to the next committee stage for further consideration.
