Kentucky House lists new bills, Rules Committee posts items for Jan. 20

The House of Representatives convened Friday, Jan. 16, 2026, where the clerk read a series of bills and resolutions that the body will consider in coming days, and the Rules Committee posted a set of measures to the regular orders for the next calendar day.

During the second-reading report, the clerk listed items that included House Bill 178 (an act relating to the psychiatric collaborative care model), House Bill 280 (an act relating to health care and declaring an emergency), and House Joint Resolution 24, described in the clerk’s reading as a joint resolution directing the Cabinet for Health and Family Services to withdraw a CMS 1115 waiver application submitted on June 25, 2025.

The clerk also introduced a later set of bills by title, among them House Bill 10 (gubernatorial transitions, Rep. Hodgson), House Bill 419 (fire commission, Rep. Miles), House Bill 420 (a proposed amendment to Section 145 of the Kentucky Constitution relating to voting rights, Rep. Brown), and House Resolution 34 recognizing Jan. 22, 2026, as Kentucky Arts Day (Rep. Burke).

After the House recessed for Committee on Committees and Rules meetings, the clerk reported committee action: the Committee on Committees referred multiple bills to standing committees and reassigned others; the Rules Committee posted House Bills 176, 178, 184, 265, 280 and House Joint Resolution 24 to the regular orders for Tuesday, Jan. 20, 2026.
