Planner Amy Roussy said the parcel had a demolished structure and is adjacent to 908 East Main, which is already B-3 and occupied by the existing veterinary clinic; the owner intends to redevelop the lot to provide additional office and surgical space.
Staff and the Plan Commission found the rezoning consistent with incremental neighborhood-edge commercial development on East Main and recommended approval after unanimous votes in Plan Commission hearings. Council discussion acknowledged a partial misalignment with the Neighborhood 1 typology of the comprehensive plan but emphasized the existing corridor commercial character and the absence of on-site external boarding; Roussy confirmed no boarding beyond brief patient stays would occur on-site.
James moved the rezoning ordinance to the consent agenda and council approved the motion by voice vote. The owner will still be required to obtain a conditional use permit for any animal-hospital uses permitted in B-3.
