The motion to add the agenda item was made by an unidentified commissioner (S3) and seconded (S4). Another commissioner (S5) moved to amend the motion to clarify the timing, saying the issue should be returned "no later than the first meeting in March" and asking for more time for staff review because the draft was emailed only an hour and a half earlier. Commissioners said they largely agreed with the draft’s tone but wanted staff input and background so any policy changes would not be made hastily. The presiding official called voice votes and announced, "Motion carries." The transcript recorded no roll-call tally.
City staff will be asked to review the draft and provide feedback before the Commission revisits the item. Several commissioners emphasized intent to keep authorship of the draft within the Commission while incorporating staff recommendations.
The Commission took no final policy action at the meeting; the matter will return for formal discussion at or before the first meeting in March.
