The Elkhart Common Council took a series of votes on Feb. 2 that advanced municipal permitting and local economic development.
Ordinances and resolutions
- Ordinance 26‑0‑02: The council adopted an ordinance establishing an honorary street sign fee (the measure creates guidelines and a $2,200 donation option). The ordinance was read by title and passed on recorded roll call during the meeting.
- Resolution 26‑R‑2 (economic revitalization area for Philip Matthews Company Inc.): The council confirmed a designated economic revitalization area enabling tax abatement for a project described in the filing as exceeding $10,000,000 in new property investment and creating 20 jobs. Some council members had previously raised concerns about discrepancies between an EDC application and the SB1 scoring document; staff stated the SB1 was the authoritative document and the resolution passed by roll call vote (the record shows passage 8‑1).
- Resolution to approve a memorandum of agreement with Philip Matthews Company: Council discussion reiterated concerns about TIF placement and accurate application data; the measure passed by roll call (record shows 8‑1).
- Resolution for Moride International Incorporated (industrial expansion): Economic development staff described a project at 309 Stainless Drive with approximately $23,000,000 in building investments, $10,000,000 in personal property and 20 new jobs averaging about $50,000 a year. Appointments and commissions
The council appointed Cindy Ocean and Diana Harris to the redevelopment and capital development commissions and appointed Diana Harris also to the capital development commission and Brent Curry to the Economic Development Commission. Motions to appoint were carried by voice vote.
What council members said
Council members who opposed or cautioned on particular votes cited inconsistent application materials and asked staff to improve accuracy. Councilman Michelin said he did not support a tax abatement previously because presentation materials were “insufficient and inaccurate,” and members asked for clearer wage and job calculations in future filings.
