Vice Chair Carter moved a mass motion covering a long list of House bills, concurrent resolutions and memorials. The Rules Office reported it had reviewed each measure and recommended them as constitutional and in proper form; the committee approved the mass motion unanimously, 8-0.
During the review the Rules Attorney called out HCR2003, which proposes changes for athletes in interscholastic and intramural sports tied to biological sex. The attorney said equal protection and Title IX litigation is active, with the U.S. Supreme Court considering similar laws from Idaho and West Virginia; she advised the committee that the Court's ruling this summer could be dispositive for related measures and for Ninth Circuit precedent.
With that flag on the record, the committee recommended the massed measures to proceed. No further discussion occurred and the Chair adjourned the meeting.
