Representative (sponsor) introduced House Bill 170, a request that UNM use $1.4 million of a $1.6 million student-services appropriation for a basic-needs package at the University of New Mexico. The sponsor said the request reflects student-identified needs and proposed allocations including $1,000,000 for free menstrual products, $50,000 for the food pantry, $190,000 for student legal services, $100,000 for housing support, $10,000 for food delivery and pickup, and $50,000 for local transportation.
Jacob Smith testified in opposition, raising safety and transparency concerns and alleging that UNM leadership covered up a violent campus incident and retaliated against advocates; those are allegations presented to the committee and were not adjudicated during the hearing. The sponsor’s student representative, ASUNM’s president, explained that the legal-services funding would provide a dedicated attorney and paralegal to help students with landlord-tenant disputes, consumer issues and similar matters that can impede degree completion; the sponsor said the intent is not to fund representation against the university itself.
Committee members questioned whether UNM’s existing law-clinic resources duplicate the request and whether approval would set a precedent for other institutions. The sponsor said the requested funds would be administered by the university/regents and that the appropriation reflects a student-led assessment through the basic-needs consortium.
