The Senate Rules Committee voted to give Senate Memorial 13 a "do pass," endorsing a neutral study of the governance structure of the Las Vegas land grant in San Miguel County.
Sponsor remarks said the memorial requests the Guadalupe Hidalgo Treaty division of the Department of Justice, together with the land grant's representative council, to examine legal, financial and community impacts of any restructuring. The memorial does not change law; it only requests a study.
Edward Senna, president of the Las Vegas land grant, told the committee the grant has not served the community for decades and that restructuring could enable economic development projects such as rebuilding King Stadium and creating emergency services for wildfire victims and veterans.
Committee members discussed the grant’s unusual governance: unlike other New Mexico land grants, the Las Vegas grant is overseen by the Fourth Judicial District Court rather than an elected board of heirs. Supporters said a study could examine restoring more typical land-grant governance, where heirs elect their own boards.
Senators moved a due-pass recommendation and the committee recorded a due pass with seven in favor and two excused; the memorial will proceed through the legislative process for further consideration.
