Senate Education declined to advance Senate Bill 171 after committee members raised questions about budget placement, possible duplication with similar measures and whether a small media project should be handled as a supplemental.
Sponsor Senator Gonzales described SB171 as “a one-time $200,000 request for a documentary” to record Northern New Mexico College’s history. Committee members asked whether an identical bill existed (members referenced SB203 and earlier proposals) and whether the college had included the request in its standard budget ask. Senator Sandra Zell pressed the point: she asked whether sponsors were coordinating with one another and whether the project might be funded through the institution’s regular request or regional grow funds.
Several senators said $200,000 could reasonably be addressed through existing grow allocations or as part of the college’s general budget request rather than a separate supplemental. A motion for a do-pass was moved and seconded; roll call produced multiple affirmative votes but at least two explicit 'no' votes, and the chair declared the bill did not pass in committee.
Committee members who opposed the measure said small project supplements should be routed through budget processes, while proponents said the documentary would preserve local history and merit one-time funding. The sponsor said, if duplication of identical bills arises, the committees would consolidate funding into a single measure if both passed later in the process.
SB171 failed to advance from the committee and will not move to the next committee from this hearing.
