Staff projected a native-load ECA account balance of $19,600,000 by September 2026 and a TCRF forecasted account balance of about $1,800,000 by the same date, assuming current rates hold. The presentation noted the TCRF account starts the fiscal year at approximately negative $3,700,000 because large TCRF payments were made early in the fiscal year; staff explained the TCRF is distributed over 12 months as a pass-through rather than managed to a target balance like the ECA.
