Malia Collins, a member of Bluff’s playground committee, opened the Feb. 2 bid opening and read an emailed proposal from Pueblo Tierra Construction for sidewalk, footing and excavation work at the community center playground.
The emailed submission, read into the record by committee staff, offered a total bid of $12,656, said work could begin immediately and estimated completion by March 4, 2026. The bid described materials and methods including 4,000-psi concrete with a slump of 6, 5/8-inch continuous rebar, control joints at 5-foot intervals, and a one-year warranty on workmanship. The bidder also attached a contractor license and a certificate of insurance.

On a motion from an unnamed committee member (listed in the meeting record as Speaker 3) and a second by another committee member (Speaker 1), the committee voted by verbal assent to recommend the bid to the Town Council for final award. The committee asked staff to confirm that the bid includes elements shown in the amended RFP (retaining-wall drawings) and to provide any missing plan or schedule details before council action.
