Representatives Kendall and Tant explained CS for HB 441, motivated by a recent, contested proposal involving the Guana River Wildlife Management Area. Kendall said the bill responds to community concern and seeks to provide "30 days notice" and publish four items for each proposed land swap: the parcels in question, appraisals, the percentage to remain conservation, and a statement explaining public benefit.
Multiple conservation organizations waived in support, and resident Hugh Long testified in person about his personal and community ties to Guana River WMA: "I was born and raised, just up the road, from the Guana...We really do call it the 12 mile miracle." Several witnesses described rapid, large-scale public mobilization opposing the swap and urged statutory changes to prevent similar, opaque transactions.
Committee members on both sides praised the sponsors for addressing the transparency gap. Representative Escamani said protecting public lands is both a values-driven and economic priority for Florida's tourism and quality of life. The committee voted to report the CS favorably, 23-0.
Next steps: The bill moves from committee to the next stage of consideration with the transparency and notice provisions included.
