SALT LAKE CITY — The House committee adopted the second substitute to HB 220, a bill meant to update Utah’s public safety data portal and public access to criminal justice information.
The sponsor said the substitute removes language that had required researchers to pull information directly from individual agencies and instead directs data access through the Commission on Criminal and Juvenile Justice (CCJJ) clearinghouse. The goal, the sponsor said, is to ensure anonymized public information is available to policymakers while maintaining protections for investigative, sensitive records.
Representative Hall moved to adopt the second substitute; Representative Wilcox and others spoke in support. The committee approved the substitute and then favorably recommended HB 220 to the floor by voice vote.
The sponsor and committee members said technical clarifications may be considered on the floor to ensure reporting duties and portal submissions are clear.
