Committee advances medical cannabis cleanup bill to tighten licensing, labeling and verification rules

The Senate Health and Human Services Committee voted Jan. 28 to pass SB 121, a package of technical and programmatic changes to Utah’s medical cannabis statutes.

Sponsor Senator Vickers described the bill as an annual "Christmas ornament" of adjustments to a maturing program. Key changes cited include extending the board’s review period for ownership changes from 30 to 60 days; removing a now-obsolete Division of Finance-only approval for electronic payments; safe-storage and verification-system updates; adding tribal government identification to the allowable ID list for the patient verification system; clarifying guardian roles for incapacitated patients; and allowing the department to adopt naming rules that preserve a medical, rather than recreational, appearance for products.

Amber Brown, deputy commissioner for the Utah Department of Agriculture and Food, specialized products division, told the committee the department supports the bill and that many changes were the result of industry feedback. "We appreciate Senator Vickers always working with us... there are things that will help us manage our side of the program more effectively," she said.

After brief committee discussion and a waived response from the sponsor, the committee voted to pass the bill favorably.

What’s next: SB 121 will proceed to the full Senate for further debate and floor action.
