Representative Chu told the House Transportation Committee that an increasing number of rear‑mounted bike and cargo carriers can obscure vehicle taillights and create hazardous conditions for following drivers.
"If you're gonna have something that blocks your taillights, have some auxiliary lighting on your carriers," Chu said, noting some carriers already include lights or reflectors. The bill would require either auxiliary lights or reflectors on carriers that obscure brake or taillights so following drivers can see stopping vehicles.
Public commenters testified in support. One speaker, Jeff Sermon, said reflectors alone may not be adequate during daytime driving and urged requirements that ensure brake‑light visibility. Another online commenter said cargo racks and bike racks have grown larger and often obscure the rear lighting.
The committee passed HB 120 with a favorable recommendation by voice vote; the motion passed unanimously.
