Town manager, emergency management review winter storm response; council moves to engage Cultural Arts Commission on art center design

The Flower Mound Town Council heard an after‑action review of recent winter storm response and a project update on a proposed arts center.

Bobby Sanford, the town’s emergency management specialist, walked through the response timeline and operational choices for the event: pretreatment and road treatment schedules, 24‑hour public‑works operations during the event, and activation of the Emergency Operations Center. Sanford said, “The EOC was activated from Friday at 5PM till Tuesday at 9AM,” and described limited power outages (fewer than 100 customers for less than 90 minutes) and the deployment of an AMBUS to support ambulance operations.

Town staff praised public works, communications and the EOC for daily virtual briefings and frequent public posts that kept residents informed during the event.

On capital planning, the town manager presented an overview of the arts center project schedule and steering committee makeup. Staff outlined four phases — market assessment, pre‑design/programming, schematic design and design development — and emphasized that no actual design is being finalized in the predesign phase. Council members agreed that a representative from the Cultural Arts Commission should be added to the steering committee during phase 3 (schematic design) so the commission’s input can be integrated before schematic options are presented.

The council later voted unanimously to appoint Rebecca Wilson to Place 1 on the Cultural Arts Commission and to appoint Allison Maranta to an alternate slot, actions that implement the broader engagement plan discussed during the meeting.

The town manager also recognized the Flower Mound Public Library for receiving a Texas Municipal Library Directors Association Achievement in Excellent Libraries Award, noting the library is among the state’s top recipients.
