Morrow County commissioners approved a series of routine budget transfers and intergovernmental agreements during their Jan. 28 meeting, and heard a grant award that county emergency management staff said will help cover personnel costs.
On the consent agenda the board voted to approve bills, multiple appropriations and transfers (including actions affecting the airport fund, general fund, social services fund, election and coroner accounts, recycling funds and fringe allocations). Motions were moved and seconded and roll calls recorded several times with affirmative votes from the commissioners present.
The board approved a professional services agreement with Crawford, Murphy & Tilly, Inc. for engineering services at Lamar County Airport and discussed airport-related work that will be submitted for state and federal reimbursement. Commissioners were told a fence for the airport fuel farm had not been included in a CW Mechanical contract and that reimbursement is expected for about 95% of that cost.
Emergency management staff reported receiving notice from the Ohio Emergency Management Agency that the county would be awarded an Emergency Management Performance Grant (EMPG) of $31,620 for the current performance period. "We got awarded $31,620," said Speaker 7, who explained the funds largely support personnel expenses and that paperwork was expected shortly.
Board members also approved authorization for Timothy R. Siegfried to sign the Ohio EMA fiscal-year 2024 state and local cybersecurity grant local consent agreement. The board approved a supplemental memorandum of understanding between Richland County Juvenile Court and Clark County Juvenile Court, with the speaker noting "everything's the same including the amount."
Commissioners discussed a payment to Randox Laboratories for a new machine and whether opioid-settlement funds could be used; staff agreed to verify eligibility before appropriating those funds. For several budget transfers and appropriations the transcript records motions, seconds and roll-call affirmations but does not specify dollar amounts in the public record.
