Shaniqua Jackson, city clerk, opened a public hearing at 11:02 a.m. to take testimony on Local Law E of 2025, a proposed amendment to the charter of the City of Albany to require a midyear update to the municipal annual financial plan. Jackson said the full text of the local law is available on the city’s website and noted the proposal is currently before the mayor for consideration.
Jackson announced that Mayor Kathy Sheehan and the mayor’s chief of staff, David Gallen, were present. She then said no members of the public had signed up to speak and called a five-minute pause to allow anyone traveling to register to comment. After the pause, Jackson reported at 11:10 a.m. that no one had appeared to provide testimony.
At 11:11 a.m. Jackson declared the public hearing closed. No testimony in support of or opposition to Local Law E was entered on the record during the session.
