Perry County assessor to review two bids; commission will decide on recommendation

Unidentified Speaker 2 said the assessor issued the request for proposals and is responsible for opening and evaluating bids, and that the commission would later approve or decline the assessor's recommended award.

The meeting included the public reading of two bids. Unidentified Speaker 4 announced a bid from Frank Kelly for Nexus Ltd with a proposed total fee stated as 395,000. The same speaker announced a second bid from Tyler Technologies with a total bid of 304,572.

Unidentified Speaker 4 said she would send the bids to Speaker 2 for review against the specifications and then come back with a recommendation. Speaker 2 noted that, while the assessor can open and evaluate bids and may delay opening with a written determination, the purchasing authority under the ordinance rests with the commission and the commission must ultimately accept or reject any recommended contract.

When asked whether she would waive irregularities, the respondent said, "No. I'm not." No award or motion related to awarding the contract was made at the meeting. The assessor will evaluate bid responsiveness and responsibility, then present a recommendation for the commission to act on in a future meeting.

Next steps: the assessor will complete the review and return with a recommended lowest responsive, responsible bidder for the commission’s consideration.
