Tippecanoe County commissioners approve Case Space contract, interlocal human-relations agreement and CASA grants

Tippecanoe County commissioners on Feb. 2 approved a slate of routine items including a contract to purchase a case-management system, an interlocal agreement to coordinate human-relations work across jurisdictions, and grants to the local CASA program.

Corey, a community corrections staff member, presented a contract for Case Space with an effective date of March 1, 2026, and a total cost of $56,700. Corey said the vendor change, together with two other recent provider changes (SCRAM and ADAPT drug testing), will produce technological efficiencies and that the three changes are roughly estimated to save about $200,000 in total. A commissioner moved to approve the contract and the board approved the motion by voice vote.

County staff described an interlocal agreement among Tippecanoe County, the city of Lafayette and the city of West Lafayette to create a joint Human Relations Commission. According to staff, the agreement establishes a shared complaint intake process so residents can file centrally while each jurisdiction retains its own responsibility and decision-making authority. The board approved the interlocal agreement by voice vote.

County staff also presented a memorandum of understanding formalizing responsibilities among participating jurisdictions for work funded by a RAISE grant for the Wabash River Greenway Phase 2 project. Staff said the county will manage the grant, jurisdictions will pursue eminent domain only if necessary, and each jurisdiction will provide easements and maintain project elements within its borders. The board approved the MOU by voice vote.

Sharon, speaking on behalf of CASA, asked the commissioners to accept a $40,000 capacity-building grant and a $75,493 matching grant from the Indiana Supreme Court Judicial Administration to support the local Guardian ad Litem (GAL/CASA) program. A motion to accept the grants passed by voice vote.

Other routine actions approved included taking a bid for bridge beams (Prestress Services Industries, LLC; $178,829) under advisement, accepting a $50,000 performance bond from Buckingham Construction Corporation to allow winter occupancies while drive corrections are completed, and approving termination of the county’s Energy Efficiency and Conservation Block Grant contract as presented.

The board recorded approvals of minutes, payroll and accounts-payable vouchers by voice vote at the start of the meeting. Reports (including the Jan. 2026 building commission permit report) were filed and made available following the meeting.
