Jefferson County supervisors approved multiple personnel actions and a new HR services contract during their June 16 meeting.
The board unanimously approved hiring Brianna Bradbury as a part-time EMT (PRN) for Jefferson County Ambulance at $17 an hour with an anticipated start date of June 23. Separately, supervisors approved hiring Charlie Guyverson Mitchell as a universal clerk in the treasurer’s office at an annual salary of $38,400 effective July 1, 2025; one supervisor abstained, citing initial confusion about hiring freezes but stating later understanding that the hire was budgeted. The board also approved a raise for Park Ranger Kristen Burnstead to $59,000 annually effective July 1, 2025; county staff said the increase recognizes greater responsibilities following a retirement and can be absorbed within current maintenance staffing budgets.
On HR services, the board agreed to a service contract with Chelsea Stolt (Burst HR) at $450 per month covering handbook and policy updates, job-description review, HR counseling, and compliance advice (FMLA, FLSA, HIPAA). The contract specifies that any services not listed will be billed at $150 per hour and includes indemnification language protecting the HR contractor; supervisors discussed liability trade-offs between outsourcing and moving HR duties in-house and asked counsel to review the agreement as part of routine oversight.
